N189.2bn elections budget: Reps, Senate panels quiz INEC chairman Yakubu

- Members of the House of Representatives committee on electoral and political party matters have quizzed the chairman of INEC, Mahmoud Yakubu, over elections budgte

- The committee members questioned the commission's chairman over N189.2bn proposed budget for 2019 general elections

- Other top officials of the commission were also grilled

The chairman of the Independent National Electoral Commission, Professor Mahmoud Yakubu and other top officials, were quizzed by members of the House of Representatives committee on electoral and political party matters, over the budget of the 2019 general elections.

Punch reports that the INEC chairman was also grilled by the Senate committee on INEC over the same issue.

NAIJ.com gathers that the electoral body proposed to spend a total of N189.2bn to conduct the elections, which include presidential, National Assembly, governorship and State Assemblies elections.

The N189.2bn covers the aspects of the elections to be handled directly by INEC. The overall cost of the elections presented to the National Assembly by President Muhammadu Buhari in July is N242.4bn.

The INEC chairman appeared before the House committee at the National Assembly in Abuja on Wednesday, August 15, to defend the elections budget of N189.2bn.

According to INEC N134.4bn will be spent on election operational cost, N27.5bn will be spent on procurement of election technologies, N22.6bn is earmarked for administrative cost, while another N4.6bn will be spent on miscellaneous expenditure.

Responding to question on why N6bn was included in the budget for police feeding, Mahmoud said: “These policemen suffer a lot too and we just have to be human. If our own members of staff are eating food, it doesn’t look nice to ignore the people providing security for them.

“They escort the election materials from point to point and honestly, it is not easy for them. So, we have made a provision of N1,000 for each policeman. Because of the large number that will be used for the elections, that is why the total looks big."

The INEC chairman also explained to the committee why there was N69bn difference between the budget submitted by the commission in 2015 and the one submitted for the 2019 general elections.

He said: “In 2015, we had 70 million registered voters. As of last week Saturday, we had over 80 million registered voters.

“All major activities are pegged against the total number of voters. In 2015, we had only 42 political parties. We now have 91 registered political parties eligible to take part in the 2019 general elections.

“The cost of logistics is also different in 2019 as opposed to 2015 because the pump price of petrol in 2015 is different from that of 2019. This will also have an impact.

“With the increase of voters, we will have to increase the number of voting points. And with the increase of voting points, we will also have an increase in ad hoc staff.”

Desist from disobeying court orders - Falana warns presidency in open letter

$

- Femi Falana, a renowned lawyer, has cried out over what he described as continuous disobedience to court orders by top judges in the country

- Falana made direct reference to the refusal of the attorney-general of the federation, Abubakar Malami, to release the ex-national security adviser, Sambo Dasuki from custody

- He also said that the current administration should lead by example since President Muhammadu Buhari is the current chairman of ECOWAS

Femi Falana, a Senior Advocate of Nigeria (SAN) has written an open letter to the acting president, Professor Yemi Osinbajo (SAN), urging him to stop what he describes as flagrant disobedience to court orders.

Falana, in a letter titled, Request to end disobedience of court orders by all authorities and persons, said the attorney-general of the federation, Abubakar Malami (SAN), continues to promote the disobedience to court orders, Punch reports.

READ ALSO: Uproar as EFCC seeks minutes of Benue's security meetings

The human rights activist said he was laid back by Malami’s refusal to release a former national security adviser, Sambo Dasuki, the leader of Islamic Movement of Nigeria, Sheikh Ibraheem El-Zakzaky, and several others despite court orders.

Falana said: “It is common knowledge that the AGF, Mr Abubakar Malami (SAN), has said that Col Sambo Dasuki (retd.); Sheik Ibraheem El-Zakzaky; and his wife, Hajia Zenab Elzakzaky, would not be released from custody in defiance of the valid and subsisting orders of municipal and regional courts.

“While the attention of the print and electronic media has been focused on the three privileged citizens, it is hardly realised that there are many other common people who are languishing in custody due to official disobedience of the orders of courts which have set them free.

“And since judgment creditors are prohibited from levying execution on the funds belonging to the government without the fiat of the AGF, the Federal Government and the various state governments usually refuse to authorise the payment of damages running to several billions of naira awarded by courts in favour of many citizens and institutions.”

Falana said the alleged decision of the federal government to disobey court orders reminds Nigerians of the dark military era where persons deemed enemies of the state were detained for years without regard for human life and rights.

He stated that he was similarly detained by the military regime in 1985 for defending Afrobeat legend, Fela Anikulapo-Kuti.

Falana added that despite the treatment meted out to him, he was among those who demanded the then head of states' release when the latter was also detained for three years by General Ibrahim Babangida.

He further said: “But notwithstanding the illegality of my detention and the fact that it was Gen. Buhari that had promulgated the decree, I was able to convince my colleagues in the human rights community to demand his release and that of his deputy, the late General Tunde Idiagbon from detention.

“It is on record that based on our intervention, the Ibrahim Babangida junta released the duo after three years of detention without trial.”

He remarked that now that President Buhari is the chairman of the Economic Community of West African States (ECOWAS), the current administration should lead by example by adhering to the provisions of a truly democratic government.

“We urge Your Excellency to take urgent and decisive measures to put an end to the disobedience to court orders by many public officers and institutions. Since section 287 of the constitution has imposed a binding obligation on all authorities and persons in Nigeria to comply with the decisions of competent courts, public officers who subvert the rule of law ought to be sanctioned.

“Furthermore, in view of the fact that President Buhari is the current chairman of ECOWAS, the Federal Government should show leadership by example by complying with all the judgments of the regional courts without any further delay”, he said.

Meanwhile, NAIJ.com reported that Falana was planning to institute a court case against Malami and the state attorney generals to prosecute all the merchants of death in the country and bring them to justice.

Falana revealed his plan when he spoke during the 3rd annual registry lecture series held at Elizade University, Ilara Mokin, in Ondo state on the theme: University Autonomy in Nigeria: Prospects and Challenges.

NAIJ.com gathers that these latest defections come on the heels of an appeal from a former senior political adviser to the APC national chairman, Charles Idahosa, urging members threatening to quit the party to exercise restraint.

While disclosing their reasons for leaving the ruling party, the defectors said they were left with no choice, as the APC had failed the country.

Omoragbon stated: “When I left the APC, it was because of some problems; but the problems in PDP are a child’s play compared to those of the APC.

“We have been holding meetings and consulting; today, we decided to leave the APC for the PDP. I am not decamping, but only going back home.”

Not-Too-Young-To-Run bill: President Buhari deserves commendation - Ambassador

$
0
0

- Justice Sylvanus Nsofor (rtd) has commended the president for not excluding his office in signing the ‘Not-Too-Young-to-Run’ of the bill

- The Nigerian Ambassador to the U.S, said the youth made up 75 per cent of Nigeria’s population.

- The new law reduced the minimum age for presidential candidates from 40 to 35, and state governors and senators from 35 to 30, while the age limit for state assembly is 25

Nigeria’s Ambassador to the U.S., Justice Sylvanus Nsofor (rtd) has commended President Muhammadu Buhari for not excluding his office in signing the ‘Not-Too-Young-to-Run’ bill into law.

Nsofor, who gave the commendation as a guest speaker at the 2018 International Young Leaders Assembly at the UN headquarters in New York, said the youth made up 75 per cent of Nigeria’s population.

The News Agency of Nigeria (NAN) reports that Buhari signed the bill into law in May following its passage by the National Assembly in 2017.

“Pursuant to the desideratum, President Muhammadu Buhari of The Federal Republic of Nigeria promulgated into law, on the May 31, 2018, ‘Not Too Young to Run Bill’ thereby reducing the age qualification for elective offices or positions but not excepting his position or office,” he said.

He said based on the Nigerian Census, 2006, the youth population constituted 70 per cent adding, the world population of youth constitutes 25 per cent.

The Nigerian envoy said the youth of a nation were the “trustees of posterity” and the the “world changers”.

Nsofor said: “The youths of today are the leaders of tomorrow’. But I make haste to add, the youths are also ‘partakers of today’.

“The youth of or in any society or nation play vital and very important roles in shaping its moral tune, fostering the social cohesion, economic prosperity and its political stability.

“They provide the needed goods and services. I choose to dwell on the ‘Role of Young People in National Development’.

“The youth – its leadership – cannot and should not be left out in the national or international scheme of things. Indeed, this is an aphorism. They are the world changers. But why?

“Because only and only because the development of any society or its morality essentially depends on its productive and creative youths (or its leadership). And this, I may say is a ‘sine qua non'.

He noted that we could not always build the future for the youth but we could always build the youth for our future by instructing them at childhood in the way they should go and when they grow old, they would not leave it.

Noting the theme of the conference, ‘Moral and Innovative Leadership for Peace and Development’, Nsofor said Nigerian businessman Aliko Dangote represented a perfect illustration.

“This Nigerian of whom all are proud, at the early age of 20 years started a small business firm.

“And today the Dangote Group of Companies of which Alhaji Aliko Dangote is the Chief Executive Officer is the famous successor of that small business firm,” he said.

He admonished the youth to channel their energy and power, their noble thoughts and ideas into productive, moral, and lawful ventures to contribute meaningfully to the national or international growth, development and economy.

The Nigerian envoy also urged them to be law abiding adding, “the top and bottom of all the admonition is ‘peace'”.

Sections 65, 106, 131, 177 of the 1999 Constitution of the Federal Republic of Nigeria stipulates that the president has to be at least 40, while senators and state governors have to be aged 35 or above.

The new law, however, reduced the minimum age for presidential candidates from 40 to 35, and state governors and senators from 35 to 30, while the age limit for state assembly is 25.

In a previous report by NAIJ.com, President Muhammadu Buhari on Thursday, May 31, finally signed the 'Not Too Young to Run' bill into law.

This was disclosed in a tweet by the personal assistant to the president on new media, Bashir Ahmad.

While signing the bill, the president, on a lighter mood, ‘appealed’ to young people to defer their presidential ambition till after the 2019 general elections. He congratulated the young people over the signing of the bill, and urged them to be more enterprising and self-sustaining.

All over the world, people bear names that are quite unique. In Nigeria for example, many are given names according to their ethnic groups.

A number of people also make up names for their own kids. These names often have no meaning and parents mainly give their children the name just because they like the way it sounds.

But rarely do we hear of a name being a hindrance to getting jobs or generally moving forward in life. An American woman named Hermeisha Robinson recently took to her Facebook page to reveal that she was denied a job because her employer thought her name sounded too ‘ghetto.’

Akpabio said if his seat must be declared vacant, the seats of those, who defected to the Peoples Democratic Party (PDP), should also be declared vacant.

According to him, if the excuse of those calling for his seat to be declared vacant is that there is no rancour in PDP to warrant his defection, they should also know there is no rancour in APC.

UN reveals major factor encouraging Boko Haram activities

$

- The United Nations has said cash economy is encouraging Boko Haram activities

- It says the activities of Boko Haram and other terrorist groups are increasing due to funds sent to them by non-governmental organisations

- The UN says terrorist groups also get funds by kidnapping for ransom

The predominance of the cash economy is a major factor fuelling the nefarious activities of the Boko Haram and other terrorist groups in the Lake Chad Basin region, a UN report has revealed.

NAN reports that this was contained in the 22nd report of the Analytical Support and Sanctions Monitoring Team, pursuant to resolution 2368 (2017) concerning Islamic State in Iraq and the Levant (ISIL), Al-Qaida and associated individuals and entities.

NAIJ.com gathers that the report was submitted to the security council committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL, Al-Qaida and associated individuals, groups, undertakings and entities.

The UN said the number of doctrinally based non-governmental organisations sending funds to local terrorist groups was growing, and member states were concerned that radicalisation was increasing the threat level in the Sahel.

The report said: “Meanwhile, Boko Haram and the Islamic State West Africa Province (ISWAP) have had a similar impact in their areas of control, including the Lake Chad basin.

“The predominance in the region of the cash economy, without controls, is conducive to terrorist groups funded by extortion, charitable donations, smuggling, remittances and kidnapping. In Nigeria, 111 schoolgirls from the town of Dapchi were kidnapped on 18 February 2018 and released by ISWAP on 21 March 2018 in exchange for a large ransom payment."

The UN Security Council had last week said it remained concerned by the security and humanitarian situation caused by the Boko Haram terrorists and other armed groups in Nigeria, Cameroon and Chad.

In a presidential statement, the 15-member body regretted that Central African countries were beset by ongoing terrorist activity, instability and the effects of climate change, and asked secretary-general, Antonio Guterres, to review the work of the UN regional office for Central Africa (UNOCA), and recommend areas for improvement.

The presidential statement read: “The Security Council strongly condemns all terrorist attacks carried out in the region, including those perpetrated by Boko Haram and the Islamic State in Iraq and the Levant (ISIL, also known as Daesh).

“These attacks have caused large-scale and devastating losses, have had a devastating humanitarian impact including through the displacement of a large number of civilians in Nigeria, Cameroon and Chad, and represent a threat to the stability and peace of West and Central Africa.

“The Council notes with particular concern the continuing use by Boko Haram of women and girls as suicide bombers, which has created an atmosphere of suspicion towards them and made them targets of harassment and stigmatisation in affected communities, and of arbitrary arrests by security forces."

Meanwhile, NAIJ.com previously reported that a representative of the United Nations (UN) said the Boko Haram group had been weakened but not yet defeated by the Nigerian forces.

The UN secretary-general for West Africa and the Sahel (UNOWAS), Mohammed Ibn Chambers, told journalist on Tuesday, May 8, that Boko Haram still constituted a grave threat to the stability and survival of people in the Lake Chad region.
