The higher the amount that is recovered, the lower that you get - FG re-explains whistle blower policy

- It, however, said not all the tip-offs received led to recoveries or were credible

No fewer than 8,000 whistle blowers were recorded by the federal government in the last one year, the Presidential Advisory Committee against Corruption (PACAC), has said.

The executive secretary of PACAC, Professor Bolaji Owasonoye, told the correspondent of the News Agency of Nigeria (NAN) in New York that the whistle blower’s policy had succeeded resoundingly.

Owasonoye said: “Just a few weeks ago, PACAC, in collaboration with Federal Ministry of Finance, looked at one year of that policy.

“We looked at what has worked, where it has not worked very well, what we can improve and it came there that the policy has been resoundingly successful.

“That doesn’t mean we shouldn’t review where we were, which was what we were doing at that event. Over 8,000 whistles received, some of it have yielded very good results.

“We also looked at the fact that the policy is not directed at pursuing cash recoveries only. But at misgovernance, abuse of power, position, violation of regulations and all that. The policy covers everything”.

The scribe said the policy had been a stop-gap measure, pending the time it gets a legislation.

Owasonoye also explained that a whistle blower might not get up to five percent of the recovered loot if the amount is very huge.

He said: “The truth of the matter is that the parameters have never been varied. PACAC prepared the whistle blower’s policy.

“The policy states that a whistle blower who gives a whistle that leads to cash recovery can earn up to five percent of the amount recovered. Indeed, there’s a scale.

“The higher the amount that is recovered, the lower that you get. But if your whistle leads to the recovery of a lower amount, you can get the maximum of a five percent.

“So there’s never been problem, just that the public didn’t understand how this policy is supposed to operate. So there’s a scale. So if you blow the whistle and something like a billion naira, you can earn up to the five percent.

“If it’s above a billion, under five billion, you get may be up to 2.5% or four percent; it’s graduated. And all over the world, that’s the way it is.

“When your information leads to a very high recovery, the amount goes down. There’s been no dispute about people getting what is due them”.

He said of the 8,000 whistles received, not all led to recoveries or were credible, adding, however, government is not offended because when citizens give information, the government has a duty to try and investigate.

“You never can tell when what you’re pursuing will lead to something significant, so you can’t afford to ignore.

“That’s why the whole whistle blower arrangement, all the law enforcement agencies are part of it and investigations can take a little while,” he said.

He said to reassure whistle blowers, there would be an agreement signed with the Attorney-General Office, indicating all one is entitled to from the recovery and deciding how the money would be paid.

“And that’s why over one year, nobody’s identity has been blown, which shows you that the mechanism for blowing whistle and receiving whistle and investigating is credible.

According to him, there is no controversy as to the payment to the whistle blower for the recovery of the 43 million dollars cash in Lagos.

“Sometimes when people bring information, they think they are the first and only person to give information whereas law enforcement agencies may actually already have information on that issue and might have been working on it.

“All of these are things that need to be clarified by investigation and that appears to slow down the process. But there’s no controversy as to what people are entitled to.

“The top limit is five percent. Indeed, the policy itself says that the government may pay an amount lower but no more than five percent,” he said.

NAIJ.com previously reported that the federal government said that the whistle blower policy, in the first three months, provided 282 tip-offs out of which 154 were actionable.

The Nigerian government started the whistle blower policy to tackle endemic corruption and it is reaping rewards.

Festus Akanbi, who is the media assistant to the minister of finance Kemi Adeosun, said in a statement that some of the actionable tips involved “contract inflation and conversion of government asset to personal use”, “ghost workers” and “payment of unapproved funds.”

Akanbi also listed the telephone numbers and websites where whistle-blowers can provide tips.

How candidates cheat during WASSCE through websites

An investigation by the Punch newspaper has revealed how some candidates sitting for the West African Senior School Certificate Examination (WASSCE) have perfected the art of getting cheap grades through some websites which obtain questions before the start of exams.

The newspaper reports that some of the result-peddling websites include: Naijaclass.com, Examcrown.com, Examsort.com, Waecexpo.com and Guruslodge.com.

The findings revealed that while some of the sites demand telephone recharge cards to send a link to the answers of the exam and N800 for direct answers to phones, others demand N800 to send the answers directly to candidates’ phones.

Candidates are, however, urged on the websites to make subscriptions for all the papers and pay into certain account numbers provided on their websites in order to get discounts.

The sites also make provisions what they term very important persons.

The newspaper stated that some candidates who had allegedly passed their exams after using the services of the websites confirmed the operation of the sites.

A teacher, who did not want to be identified, told the Punch that he was shocked to discover such services were freely advertised on the internet.

He said: “I was telling my younger brother of how I heard of a certain science teacher in my locality who went online to get answers to Physics practical experiments last year, instead of conducting the experiments with his pupils; and they all failed when the results came out.

“My brother remarked, ‘He didn’t get his answers from the right site.’ He further enlightened me on several sites on the Internet where by sending recharge cards of N400, pupils can have access to questions and answers of the exams they were writing in real-time.

“These sites always have all the exam papers, probably a day or two before the exams. And they have the solutions too. There are many of them advertising and competing for patronage like legitimate business. On these sites are the testimonies of Nigerian students. I saw the testimony of a student on examcrown.com who got 7 A1s and a B3 after using their service.

“I went to one of such sites and in front of me were solutions to the Physics exam that pupils were sweating in the hall on. The solutions online were posted on the 19th of April, a day before the exam.

“Students typically have access to the solutions a few minutes to the commencement of the exams, of course to make maximum sales, as PINs could be shared if the answers were released earlier. Several of these pupils still need the cooperation of invigilators and their schools to use their phones in the exam halls to access the answers, while others take advantage of large examination centres to do their thing surreptitiously. It breaks my heart as a teacher.”

Meanwhile, following complaints by some Muslim stakeholders in the country, the West African Examinations Council (WAEC) has made some minor adjustments in its timetable for the 2018 May/June Senior Secondary School Certificate Examination (WASSCE).

WAEC’s director of public affairs, Demianus Ojijeogu, told the Tribune on Saturday, March 17, that the board had to adjust the timetable to accommodate the interests of Muslims.

The lawmaker representing Delta North in the Senate, Peter Nwaoboshi, who has been detained for days by the Economic and Financial Crimes Commission (EFCC), will be arraigned before a federal high court in Lagos on Wednesday, April 25.

According to the charge sheet, Nwaoboshi is charged alongside his company, Golden Touch Construction Projects Ltd, and Suiming Electricals Ltd on a two-count charge of money laundering, Premium Times reports.

NAIJ.com notes that charge one of the charge alleged that the senator and Golden Touch Construction Project Ltd fraudulently acquired a property known as Guinea House situated at Marine Road, Apapa in Lagos, between May and June 2014, at a cost N805 million.

According to the charge, the defendants ought to have known that N322 million out of the purchase price formed part of the proceeds of an unlawful act under the Money Laundering (Prohibition) Act.

Count two of the charge alleged that Suiming Electricals aided Nwaoboshi and Golden Touch Construction Projects Ltd to commit money laundering.

NAIJ.com previously reported that the Economic and Financial Crimes Commission (EFCC) confirmed that Senator Peter Nwaoboshi, representing Delta North senatorial district, had been in its custody for days.

The EFCC spokesperson, Wilson Uwujaren, failed to say if Nwaoboshi submitted himself to the anti-graft agency.

Nwaoboshi’s travails with EFCC dates back to 2017 when he was accused of diverting a N1.2 billion loan from NEXIM Bank as a member of its board of directors.

33 aspirants pick nomination forms as APC inaugurates screening committees

The All Progressives Congress (APC) on Tuesday, April 24, inaugurated the party’s screening and appeal committees for aspirants contesting the May 5 primary election to elect the party’s flagbearer for the 2018 Ekiti governorship election.

NAIJ.com gathered that the party’s national organising secretary, Senator Osita Izunaso who inaugurated the committees said the screenings were mandatory for all aspirants.

He charged committee members to continue in the APC’s tradition of adhering to due process and ensure fairness during the exercise.

Izunaso said the committees will rely on the party’s 2014 guidelines for the nomination of candidates for public office; the party’s constitution and the 1999 Nigerian constitution (as amended) in carrying out the assignment.

He disclosed that 33 aspirants picked expression of interest and nomination forms, the highest recorded by the Party.

Members of the screening committee are: former governor of Bayelsa state, H.E. Timipre Sylva (Chairman); Barr. Denton Ogbuehi (Secretary); Samaila Hassan Yusuf (member); Hajia Amina Gamawa (member); Ayo Afolabi (member); Hon. Bilyamin Shinkafi (member) and Barr. Mohammed Mustapha (member).

The screening appeals committee comprises: Abuzarri Ribadu (Chairman); Tunde Esan (Secretary); Hon. Kayode Oseni (member); Osaro Bizugbe (member) and Edem Selong (member).

NIMASA boss slams Governor Wike for being a 'cry-baby'

Dakuku Peterside, the director- general of Nigerian Maritime Administration and Safety Agency (NIMASA) recently referred to Governor Nyesom Wike of Rivers as a cry-baby for accusing the federal government of ravaging the state with soot and also plotting to rig the 2019 general elections to favour the All Progressives Congress (APC) in the state, the Vanguard reports.

Governor Wike had accused the presidency of using soot, currently pervading the state, to kill Rivers people and reduce its population, while also stating that APC had concluded plans to the 2019 polls.

Speaking with newsmen in Port Harcourt, described Wike as a “crying baby,”, adding that instead of dealing with the plight of the state, he is playing politics with the lives of the people.

Peterside remarked: “The governor enjoys lying and plays politics with everything. It is laughable that the governor will accuse the FG of using soot to kill Rivers people. “Wike has not created any job, neither has he offered Rivers youth any tangible agenda to make them fulfill their aspirations. He is busy encouraging crime.

“A large number of youths involved in the illegal refinery is an indication of the governor’s inability to engage them. “Did the Federal Government create the situation that made youths take to illegal refining?”

Meanwhile, NAIJ.com reported that Peterside had said that he narrowly escaped death on Sunday, March 20, afternoon, after his vehicle was attacked by gunmen in two utility vehicles on his way from the Port Harcourt International Airport, Rivers state.

APC chairmanship: Oyegun speaks on south-south APC’s endorsement of Oshiomhole

The National Chairman of the All Progressives Congress, John Odigie-Oyegun, has described as absolutely childish endorsement of the immediate past governor of Edo, Adams Oshiomhole, by South-South stakeholders of the party to take over from him.

News Agency of Nigeria reports that Odigie-Oyegun made this known to newsmen at the party´s National Secretariat in Abuja on Tuesday.

He said: ''It was childish, absolutely childish. Voting is done at convention and not in State Houses or in Government Houses.''

Odigie-Oyegun, who did not confirm if he would seek re-election as APC national chairman or not, however, said he had concluded consultations and would make his decision public in a few days.

He said: ''The consultation, I think is concluded. I’m going to make it known when the convention committee announces their programmes. Then when I am going to buy a form, if I will re-contest I will let you know.''

There have been speculations that Odigie-Oyegun and Oshiomhole among others are in the race for the APC national chairmanship position.

The forum of south south APC Stakeholders held a meeting in Benin on Monday where some states in the region endorsed the candidacy of Oshiomhole while others declined.

Odigie-Oyegun, however, said those who endorsed Oshiomhole had their reasons which should be respected, saying that there was nothing wrong in the endorsement.

He, however, said that he was not bothered by the development.

According to him, ''I will grant a comprehensive interview to you when the time comes. One of those who wants my job is from Edo and he was the immediate past governor and he was very instrumental in installing the present governor.

''So, I think it is a case of rub my back, I rub your back that is playing out,'' he said, adding that he was not bothered by the development.''

Meanwhile, NAIJ.com had reported that President Buhari met with APC governors the presidential villa, Abuja behind closed doors between 8:30 pm to 11:00 pm.

Presidency sources told State House correspondents that the president used the opportunity to endorse former governor of Edo state, Adams Oshiomhole, for the chairmanship of the party.

The unnamed official, stated that President Buhari had resolved to back Oshiomhole for the party’s chairmanship position.

The Nation on its part reports that Senator Dino Melaye was last night confined to a hospital in Abuja where he was admitted after he attempted to escape from police custody.

Melaye was stopped from travelling to Morocco on Monday at the Nnamdi Azikiwe International Airport, Abuja, because “he is on the wanted list”. A police contingent thereafter laid a siege to his residence.

Yesterday he surrendered himself to the police whose men took him in their van and were heading for Lokoja, the Kogi state capital, where the senator is due to face criminal charges for being in possession of firearms illegally.

The police said Melaye attempted to escape by jumping out of the vehicle through the window after some hoodlums in two Toyota Hilux vehicles blocked the vehicle conveying the senator to Kogi state.

This day reports that the Senate president, Dr. Bukola Saraki, announced the decision of the National Assembly to constitute a joint committee of both legislative houses to investigate the recent invasion of the Senate’s chamber and theft of its mace.

It also resolved to restrict access by members of the public to its premises in the bid to tighten security.

Saraki, while speaking following a closed-door session ahead of plenary yesterday, said the committee would examine the circumstances which led to the invasion of the upper legislative chamber.

As part of preparations towards 2019 general elections, All Progressives Congress (APC), the national leader of the party, Asiwaju Bola Tinubu on Tuesday, April 24, said the party fought hard for the conduct of congress against all odds and got it for true party democracy.

Vanguard reports that he also announced ban on members who had spent a minimum of eight years as ward, council and state executive members from seeking re-election in its congresses across the state and by extension to all APC- controlled states.

NAIJ.com gathered that the announcement came barely 24 hours after Tinubu congratulated his party for embarking on the congresses in spite of oppositions, saying: “It is the way to go in building and upholding a truly democratic political party.”

Tinubu, who announced the ban at the party secretariat of the Lagos chapter, at ACME road, Ikeja, during a stakeholders meeting with leadership and members of the party ahead of the May congress, stressed that the decision was arrived at to inject new blood, new ideals, new development into the executives at all levels.

According to him, “The decision was to allow fresh people to occupy party offices at ward, local government and state levels with a view to taking the APC to the next level in the state.”

Tinubu commended the 68-member national convention committee headed by Governor Abubakar Badaru, saying: “I congratulate the chairman and members of the congresses/convention committee of our party.

"Governor Abubakar Badaru of Jigawa state, who is the chairman of the committee, is a man reputed to be of high character and integrity. Working with other members of the committee, I’m persuaded that our party would conduct hitch-free congresses at all levels and the national convention.

“I also congratulate our party for embarking on the congresses against all odds. This is the way to go if we are desirous of building and upholding a truly democratic political party. Our ultimate goal should be the greater interest of the party.”

Tinubu, at the meeting which was well attended said: “We fought hard against tenure elongation and now we are going to have our congresses. You sent a message through our leader, Oluyole Olusi, on behalf of Lagos that we don’t want tenure elongation.

"Ever since, we have worked tirelessly. Now the council has agreed that there will be congress. Congress committee members have been inaugurated yesterday (Monday) with Governor Badaru of Jigawa as the chairman.”

Bishop Don Odunze, a Nigerian pastor has taken to social media to rejoice the arrival of his triplet babies. It was gathered that the pastor and his wife have been childless for 19 years since they got married.

The pastor has shared a post on Facebook celebrating the arrival of his triplets. Odunze and his wife had welcomed two boys and a girl.

Odunze who is the general overseer of Family Circle Ministry has been married to his wife for 19 years without a child. The couple was finally blessed with triplets after so many years of waiting.

On the Facebook post, the bishop shared photos of his babies and his beautiful wife to show them off.

Earlier on, celebrated Nigerian author, Chimamanda Adichie, had caused quite a ruckus on social media after her feminist remarks about Hilary Clinton's Twitter bio in which she described herself as wife first before anything.

One of such people to criticize her was Nigerian OAP, Daddy Freeze. He recently took to social media to express his disappointment at her remarks. Well, Chimamanda Adichie has finally responded to the backlash.

She had this to say: "Dear Unnamed Person Who I Am Told Is On Social Media Saying I am Her Family and Telling Me to Shut Up: Cynicism is ugly. It doesn’t flatter anyone. Yours doesn’t suit you at all. I remember you vaguely; I think you were in my class in primary school. And now you claim to be my ‘family’ and you are asking me to shut up. Did you watch the video of the conversation? Did you read a full transcript? I am tired of Nigerians who read a headline and, without bothering to get details and context, jump on the outrage bandwagon and form lazy, shallow opinions.

I was happy when I was told that Hillary Clinton had specifically requested to be in conversation with me at the PEN World Voices festival. I am an unapologetic fan of Ms. Clinton’s. I have been for many years. I felt quite emotional when I met her. Having read and followed her for years, it was moving to see her: the warm, human, observant, present, thoughtful person (and looking wonderful, with her hair and makeup on point!). She said she had read my books and I restrained myself from doing cartwheels. "Is there anything you don’t want to talk about?” I asked backstage. “Ask me anything,” she said.

"Towards the end of our conversation, I told her how, having read her writing about her own life, I think she has a great love story with Bill Clinton. A wonderful friendship. I said I feel irritated and protective of her when people dissect her personal life, but I also confessed to having an interest myself, particularly about her public Twitter profile. (I first noticed it when I was researching a piece about her during the presidential campaign). I was upset that the first word used to describe her was ‘wife.’ Was it a choice she had made or was it something done for her campaign and, if it was a choice she had made, did she think my reaction to it was fair? Her response was very thoughtful. I was too excited, emotional, slightly nervous, to be on stage with this remarkable woman. Had I kept in mind how easily outrage-mongers would jump on a headline, I would have phrased my question better. I would not have made it about my being upset, because it can come across as navel-gazing."

But the truth is that we were supposed to be having a ‘conversation,’ the context of our conversation was personal and warm, I had made the decision to speak from the heart, and it would be dishonest to pretend that I had not reacted personally to so many issues around Ms. Clinton, whose life has become a kind of crucible of all the questions that affect women. We all react personally to public figures. And I WAS upset that the Twitter bio of a woman who is the most accomplished person to run for President of the United States, would begin with ‘wife.’ And considering her personal history, it just didn’t seem to fit.

Yes, it’s just Twitter. But it matters. It’s a public platform. It’s where people go to hear directly from her. And there is context to consider. In LIVING HISTORY, Ms.Clinton writes that the two most difficult decisions she has made in her life were staying married to Bill Clinton and running for the senate seat in New York. Women, especially women in public life, face a lot of societal pressure about how to be, how to live, much more than men do. Women in public life are considered ‘cold’ and ‘un-relatable’ unless they define themselves in domestic terms. Women’s accomplishments are often considered incomplete unless they have also ticked the ‘marriage’ box. These things are not true of men, even though marriage can be a wonderful thing for both men and women.

Feminism is indeed about choice. But it is intellectually lazy to suggest that, since everything is about ‘choice,’ none of these choices can be interrogated. Choices are never made in a vacuum. And sometimes, for women, choices are not always real choices.

After she got married, Ms. Clinton kept her name, but she was so viciously criticized for this that she then took on her husband’s name. Was this a ‘choice?’ Would she have done so if she wasn’t being attacked and if she didn’t want to feel responsible for her husband’s potential losing of votes?During the last presidential campaign, she was expected to account for the policies of her husband’s administration. She was labeled an enabler of sexual harassment. She was accused of cynically staying married because she wanted to benefit politically.Much of Ms. Clinton’s public image is a caricature of a person who is untrustworthy, calculated, cold, dishonest. That caricature has its roots in her early public life when she was the First Lady of Arkansas.

Her crime was that she did not conform to the traditional role of First Lady. She had kept her name. She clearly considered herself to be her husband’s equal partner. She did not intend merely to be a Wife. She had her own dreams, her own ambition. She dared to say that she wasn’t planning on ‘staying home and baking cookies,’ which was not about denigrating stay-at-home mothers but simply about saying that that was not what she wanted to do.

A small comment about a small thing, but it was significant and revolutionary because she was consciously resisting the status quo. But she was attacked for that. Horrendously. And those attacks were repeated so often that they stuck and they contributed to her being reduced to a caricature. It was therefore upsetting to see her first descriptor as ‘wife.’ The question isn’t about including ‘wife’ in her Twitter bio. The question is about giving ‘wife’ a certain primacy as the first word that describes her, and it speaks to larger questions about the societal expectations placed on women. Ms. Clinton wrote in her most recent book WHAT HAPPENED, that she ran for president because she thinks she would have been a ‘damned good president.’

She certainly would have been. And so I suggested, half-joking, that ‘Would have been a damned good president’ is a perfect Twitter bio start. And then mother and wife and grandma and Senator and hair icon etc could follow! I completely stand by my question and by my conviction that it is a subject that matters. I had a truly enlightening evening on that stage with Ms. Clinton, and was once again awed by her grit, her humanity, her sparkling intelligence. After the conversation, Ms. Clinton told me, “It was like talking to a friend.” She is now my Aunty For Life. Oh, as for YOU, Unnamed Person, saying that I am ‘family’ to you, mbakwa biko. The people I consider family don’t ‘do petty.’ Saying “shut up” to a woman who airs an opinion is so unoriginal. Try and be a bit more inventive. Try reasoning. Try intelligent debate. Try understanding things in context before you reveal your ignorant misogyny to the world. Try reading more than a headline. Try reading a whole book. Or two. And please keep talking. Keep speaking. Don’t ever shut up. ~CNA"

The Nation reports that Oluwayose described Fayose’s continuity agenda and his endorsement of his deputy, Prof. Kolapo Olusola, as “an attempt to prolong the sufferings of Ekiti people and hold them in servitude.”

Tears as communal clash reportedly claims 15 lives in Nasarawa state

Not less than fifteen people have reported killed in a communal clash that happened between the Bassa and Egbura ethnic groups in Umaisha town, Toto local government area of Nasarawa state recently, according to reports.

Daily Trust report that the two parties recently clashed over an age-long chieftaincy dispute in the town.

The report quoted a witness, Abdullahi Haruna, as saying attackers from one of the ethnic groups started with sporadic gunshots late evening on Monday, April 23, before invading the town early morning of Tuesday, April 24.

Abdullahi reportedly put the casualty at two, while other sources said the figure had risen to at least 15.

The spokesperson of the Nigeria Police Force (NPF) in Nasarawa, DSP Idrisu Kennedy, confirmed the clash.

“We don’t have report of casualties in the clashes but the attackers touched houses and vehicles during the attack,” he said.

According to him, the command arrested two people who were suspected to be members of the team that lunched the attack in Umaisha.

“Security men repelled the attackers and two people were arrested, seven double barrel guns were recovered from the suspects,” he added.

Graduating with a first class, his story is not the normal stories you hear. The 26-year-old first class graduate of applied chemistry shared his story on how he conquered his setbacks to become one of the best students in his department.

According to the native of Udaburu Owukpa, Ogbadibo LGA of Benue State, his initial dream was to become a medical doctor or a pharmacist was frustrated after he sat for UTME five times without success.

Not discouraged by the challenges, he decided to apply for a different science-related course and was offered to study Applied Chemistry at the Usmanu Danfodiyo University, Sokoto where he graduated with a first class, garnering a total of 4.75 CGPA.

Speaking with Daily Post, he attributed his success to God. He had this to say: “I left secondary school in 2007 from Wesley High School, Otukpo where I was awarded the overall best in Mathematics. I took UTME six times before I got admission to study Applied Chemistry. I was initially applying for Medicine and Surgery due to the advice from different people."

"I have never scored below 200 in UTME and the most disappointing time during the period of struggling to get admission was when I scored 264 in UTME and 68 in Post UTME in 2012 but I was not offered admission to study any course. The only course I was offered throughout the period of the six years was the course that I studied (Applied Chemistry). It was very frustrating then.”

On how he was able to achieve the feat despite facing admission challenges for six years, Idoko said, “I was able to achieve the feat through continuous prayer, hard work and the zeal to always be the best I can be. The secret behind my success emanated from the fact that as the first son of my father, I wanted to set a standard to which my younger ones can emulate.”

EFCC is scrutinizing our bank details - Senators alleges

New reports have it that about 10 senators, in a closed session, engaged in a quarrel over investigation by the Economic and Financial Crimes Commission (EFCC) on some members of the national assembly.

It also emerged at the closed session which was said to have been presided over by Senate President Bukola Saraki that the anti graft agency has commenced scrutiny of bank details of many senators following allegation of financial misconduct.

Daily Trust reports that the issue dominated the closed session.

“The issue started when a senator from a Northwest state stood up and accused one of our colleagues from Northeast of being the one that submitted his name for probe. The issue charged the session. It was at this moment that others spoke on it,” a senator was quoted to have said.

It was also reported that a northwest senator accused another colleague of being the agent of the EFCC at the Senate.

“About 10 of our colleagues raised the issue that their bankers have intimated them that their bank statements are being scrutinized,” he said.

The issue of Senator Peter Nwaoboshi who is still in EFCC custody was also said to have been raised.

“Nwaoboshi was arrested since last Tuesday. The EFCC secured the order to detain him in a crafty way. They went to the court with Peter Nwaoboshi without including senator on the court order,” he said.

Three senators also confirmed that Nwaoboshi told them that the EFCC has secured detention order to arrest two former governors from Northwest, who are serving senators.

Atiku who lamented the state of Nigeria's debt profile said he would introduce new economic measures in order to encourage states to become self-reliant.

“I particularly want to thank Nigerian nationals who are present here today. Your love for Nigeria is evident in that you have left your regular pursuits to be here to interact with lovers of Nigeria. Your presence inspires me.

“The question now is, why are we saddled with a heavy and almost unsustainable debt burden twelve years after President Olusegun Obasanjo and I provided the leadership that paid off Nigeria’s entire foreign debt of $32 billion in one fell swoop? #GetNigeriaWorkingAgain #CHAfrica

“My idea is for the introduction of Matching Grants to be taken from the revenue accruable to the Federal Government for the purpose of matching IGR of each state in order to encourage states to become self-reliant.

“I will make certain rivers are dredged to open up the hinterlands of the north. Licenses would be given to state governments to begin immediate exploitation of resources in their jurisdictions," he said.

Going further, he said: “There has not been a year in the last twenty years that I have not set up a new enterprise to employ Nigerians. The latest being that we brought the Chicken Cottage franchise to Nigeria which will be creating direct and indirect jobs all across the country.

“If we want Nigeria to succeed, we must break with the misguided notion that the Federal Government, or the president, knows best, and that no one else can be trusted," Atiku added.

“When I talk about restructuring, I am not talking about just constitutional tweaks, I am talking about a cultural revolution. It is not about re-shuffling a few responsibilities or resources, but about disrupting the authoritarian politics our democracy has inherited.

The National Open University of Nigeria (NOUN) has alerted students, security agencies and the general public to the circulation of fake examination questionnaire purportedly from the institution on social media.

Ibrahim Sheme, NOUN’s director, media and publicity, in statement on Wednesday, April 24, in Abuja, said the questionnaire did not emanate from the institution and urged the public to disregard it.

"The attention of NOUN has been drawn to a publication in the social media in which a purported examination questionnaire titled “School of Education Course Code GST 103” was circulated as a document emanating from the University.

“In the fake exam sheet, four questions were posed, built around President Muhammadu Buhari’s recent statement on the Nigerian youth. Each question was said to attract 30 marks if answered correctly.

“The so-called examination questionnaire issued by “Henry Osas” had nothing to do with NOUN as all our exams were concluded long before His Excellency, the president’s visit to the United Kingdom where he delivered the speech Osas quoted.

“Even though some might consider the document invented and circulated by “Henry Osas” and his co-travellers as a mere social media joke, we believe that the use of the hallowed name of the National Open University of Nigeria and its official logo to transmit the joke was done with mischief," Sheme said.

He said that the institution took serious exception to the use of its well-respected identity for such unpatriotic and unbecoming behaviour.

Sheme added that NOUN had filed a formal complaint with the security agencies with a plea to fish out the culprit(s) behind this mischief with the view to taking the appropriate legal action against them.

Meanwhile, NAIJ.com earlier that two inmates of the Kirikiri Prison in Lagos enrolled for different doctorate degree at the National Open University of Nigeria.

The inmates, NAIJ.com gathered were among three others that were awarded masters' degree by the university's vice chancellor.

The Nigeria Prison Service in its reaction said the NPS had empowered many inmates with education from secondary to masters’ degree level as part of efforts to reform the prisoners.
